Kaiyuh Services, LLC is seeking a Program Manager to join our team. The Program Manager is responsible for the overall performance of the contract to include managing the development of renovation and minor new construction designs and estimates, as well as acting as the single point of contact capable of communicating and interfacing with Government officials in all aspects of contract execution. This person is responsible for project cost control and risk management, job order contract administration, data entry, scope of work development, cost estimates, proposals development, subcontractor buyout and coordination, scheduling, coordination with project architects and engineers, project meetings, project records and documents, and managing customer relations and expectations.

Primary Duties include:

  • Plans, coordinates, and manages all facets necessary to complete projects within budget, on time, and deliver quality work
  • Manages multiple projects concurrently
  • Performs estimating duties as required
  • Ensure that the design and drawings must comply with the Government's concept design requirements as well as all governing codes
  • Coordinates with Project Architects, Engineers, Superintendents, and other operations support members
  • Create and manage project budgets
  • Collaborate with project team effectively and continuously throughout projects
  • Manage delivery order execution in accordance with contract requirements and project management procedures
  • Attend site visits to determine existing conditions and client needs
  • Develop detailed project scope of work to include drawings, renderings, preliminary approximations of types of materials to be used and basic quantity counts
  • Review the proposal scope of work, specifications, and drawings to ensure they clearly define the project requirements and client expectations
  • Confirm that all necessary line items are included in the estimate and any unnecessary items are excluded
  • Develop pricing for non-scheduled line items
  • Solicit detailed proposal information from vendors and/or subcontractors with all supporting documentation on equipment, material and labor costs for materials or equipment not covered in an industry standard manual or for work to be performed by subcontractor
  • Evaluate vendor and subcontractor proposals to confirm compliance with scope of work
  • Coordinate subcontractor buyout; to include arranging and attending site visits with subcontractors, tracking subcontractor proposals and entering required data in project management software.
  • Review subcontractor proposals to ensure compliance with project requirements
  • Prepare a detailed proposal package based on the scope of work and the line item estimate; submit to client and attend negotiations to support the proposal as submitted
  • Negotiate with subcontractors and prepare detailed subcontractor agreements
  • Establish logs and track required submittals and RFI's; review for compliance with the contract documents
  • Develop and maintain detailed project schedules for use by the customer, subcontractors, and field superintendents
  • Coordinate project close-out; to include obtaining required documentation, assisting in pre-final inspections and As-Built drawings
  • Contact new and existing customers to discuss their needs and if applicable, understanding the full potential of framework agreements in place to serve their market in order to propose solutions, identify improvements, enhance customer service and retention, and grow business
  • Supervise and mentor operations support staff and junior level roles
  • Performs incidental tasks related to the position as well as various duties, as assigned, to support the overall objectives/goals of the team while maintaining a positive attitude.

Required Qualifications:

  • Bachelor's Degree in engineering or architecture required
  • Previous experience managing and coordinating multiple projects and subcontractors/vendors
  • Proficient in producing detailed fixed price estimates
  • Strong knowledge of construction means and methods
  • Must be able to develop and maintain positive and effective working relationships with clients, subcontractors, all levels of personnel, and more
  • Possess effective negotiating skills
  • Strong verbal and written communication skills, to include clear, concise and professional presentation of information
  • Ability to manage all resources, to include operations support staff, vendors, subcontractors, time, and more, as well as prioritizing tasks in order to meet tight deadlines and successfully deliver high quality projects
  • Ability to work well in a team environment
  • Ability to pass a background and drug screening
  • Demonstrated proficiency with Microsoft Windows, Microsoft Office 365, and Skype for Business
  • SCA/DBA/Union/Government contracting experience preferred
  • Experience in Alaska Native Corporations preferred
